Institutional Development

To strengthen institutional capacity of the target stakeholder groups for the improved management of goldmining operations and the adoption of better practices.

Several capacity building projects targeting the Guyana Geology and Mine Commission (GGMC) and the Geology and Mine Department (GMD) of Suriname have been implemented over the years with different levels of results. These included the development of an environmental division within the GGMC with activities such as the collection, analysis and assessment of environmental data.

The management system was improved to ensure coordination among the various agencies and better access to appropriate technology. There exists an active association of miners, the GGDMA, which cooperates closely with the GGMC in order to improve the management of the sector.

In Suriname, the creation of a Minerals Institute has been envisioned but the relevant laws have not been enacted. There are no associations of national miners, though several associations of Brazilian miners have been created. It is important to have an association of national miners, to support the efforts and promote the improved practices.

The activities envisioned under this Project are specific and limited to supporting these institutions in the implementation and monitoring of the outreach program for better management practices. They also aim at assisting the operators in adopting these practices and at enabling community leadership for the co-monitoring of these operations. Finally, they will facilitate regional sharing of experiences.
